On March 6, 2025, the Government of Canada (the Government) announced three new initiatives aimed at promoting the responsible and secure adoption of artificial intelligence (AI). These initiatives include a refreshed membership for the Advisory Council on AI, the launch of the Safe and Secure AI Advisory Group, and the release of a guide for managers of AI systems to support the implementation of Canada’s Voluntary Code of Conduct on the Responsible Development and Management of Advanced Generative AI Systems (the Voluntary Generative AI Code).
The Advisory Council on AI was created in 2019 and advises the Government on strategies to strengthen Canada’s global leadership in AI, identifies opportunities for economic growth that benefits all Canadians, and ensures that AI advancements reflect Canadian values. The Government has decided to refresh this Council by introducing new members who bring diverse perspectives on AI governance and safety. Additionally, the Government has expanded the Council’s mandate to include advising on policy issues such as the implementation of initiatives announced in Budget 2024.
The newly formed Safe and Secure AI Advisory Group will advise both the Government and the Canadian AI Safety Institute (CAISI) on the risks associated with AI systems and how to mitigate them. This Advisory group will also work with CAISI to establish research priorities regarding the regulation of AI systems and their risks.
Lastly, the Government released the guide for managers of AI systems to implement the Voluntary Generative AI Code. The Voluntary Generative AI Code outlines principles and measures that developers and managers of AI systems can adopt to ensure responsible AI practices. The guide serves as an additional resource for signatories of the Voluntary Generative AI Code along with other organizations aiming to implement AI responsibly. The Government also noted that organizations such as CIBC, Clir, Cofomo Inc., Intel Corporation, Jolera Inc. and PaymentEvolution have signed on to the Voluntary Generative AI Code, increasing the total number of signatories to 46.
